Causes and Costs of ERCOT Rolling Blackouts in February 2021

Rolling blackouts during the February 2021 cold weather in Texas demonstrated the vulnerability of its electric grid managed by the Electric Reliability Council of Texas (ERCOT). ERCOT planned for a winter load peak far below estimated electricity demand. Further electricity shortfalls were caused by generation plants of multiple types becoming unavailable—natural-gas fired, coal-fired, nuclear, wind, and solar. Large costs to utilities, ratepayers, and property owners resulted from the rolling blackouts.
