Sep-07-2008 2008 RMEL Fall Convention
The RMEL Fall Convention got its start in October of 1903. Since that first meeting, the Fall Convention has grown and evolved into its current form. The Convention provides a relaxed forum for senior management of electric energy companies to gather, network, and share information. The primary focus of the Convention is the educational presentations. Presentations can range from a CEO’s vision of the industry to a focused presentation on specific technology. Topics are chosen through a planning committee that is open to the membership. The Fall Convention is held annually with over 300 senior management personnel attending. The Convention lasts three days with evening RMEL Champion receptions Sunday and Monday. Sunday, day one, begins with a welcome reception, and meal-sized hors d’oeuvres. The golf outing takes place Sunday morning. Monday, day two, consists of a full-day of educational presentations. That evening brings a reception as well as the RMEL Foundation Silent Auction. The final day, Tuesday, consists of the RMEL annual meeting, and a half-day of educational presentations. A guest program, award presentation, and extended breaks top off a packed convention. Business casual attire is appropriate throughout the convention.

The Safety Roundtable is a member forum where attendees bring and discuss industry safety issues in a casual setting. Typically a single presentation on a planned topic will begin the event, followed by roundtable discussion. Although there is a short presentation, Safety Roundtables are focused on the open discussion period and provide each attendee the opportunity for participation and dialogue on their particular safety issue. All attendees are encouraged to bring safety issues for discussion and materials for sharing. The Safety Roundtable is open to all RMEL members. Lunch is provided complimentary. There is no registration fee to attend but an RSVP is required.

Jul-08-2008 RMEL Golf Tournament 2008
RMEL's annual Larry Cargo Golf Tournament gets things swinging at the Ranch Country Club in Westminster, CO on Tuesday, July 8th. The tournament begins at 1:15 p.m. with a shotgun start and will be played in a scramble format. Participants may arrange their own foursomes or RMEL will place you. The tournament does sell out, so register now to guarantee your spot/foursome. Please remember there can be no more than two RMEL non-member guests per foursome.

Jun-17-2008 Overcurrent/Overvoltage for Electric Utility Systems Workshop
This course will provide a basic understanding of system reliability and benchmarking reliability statistics. The students will also learn fundamentals of transformer overcurrent protection using TCC curves. Coordination of sectionalizing devices will be covered including fuse/fuse coordination, recloser/fuse coordination, and recloser/recloser coordination. Class problems will be worked using graphs and sample circuit diagrams to reinforce the concepts presented in the seminar.

Jun-12-2008 Generation Conference: Manage Emissions, Efficiency, Reliability of Power Plants
How can we get more efficiency and reliability from our power plants while at the same time managing and reducing emissions? This critical challenge is the central theme addressed in this conference. Case studies will be the paramount way these issues are discussed. Beginning with emissions, the conference will address sodium and mercury challenges and control mechanisms and intestate regulations. In the efficiency portion of the meeting presentations will discuss standardization, optimization, and uprating of equipment. Monitoring and measuring of emissions for optimal performance will be addressed as well. In the final segment of the conference reliability improvement techniques will be discussed.

May-20-2008 Grounding of Utility Systems Workshop
This two day workshop is for electrical workers and their supervisors stressing proper grounding theory, design and application of modern grounding schemes. Personnel protective ground application, installation and removal and inspection of grounding systems is explained. Practical exercises associated with grounding transmission and distribution lines are covered in detail using examples. Grounding of substation equipment, busses, conductors and the use of grounding transformers are explained. This workshop will discuss low voltage (600 kv or less), medium voltage (25 kv through 46 kv) high voltage (69 kv through 138 kv, and extra high voltage (230 kv and above). The following standards will be discussed IEEE 1048 and 524, ASTM 855, and NESC 2007.

Apr-21-2008 Distribution Line Staking Workshop
Through this workshop the student learns to design overhead electrical distribution structures. Utilities refer to the procedure of designing electrical distribution structures and underground facilities as staking. But, designing an overhead power line requires more skill than simply driving wooden stakes into the ground to mark locations of poles and anchors. Staking is a complete engineering evaluation of the individual components of a pole-line structure and how they will be affected by the surrounding environment. The line designers goals are to provide a safe design that will insure that energized components are maintained a safe distance for the public to prevent injury or death; a reliable design which will provide sufficient strength so the line can withstand the local adverse weather conditions and provide uninterrupted service; and an efficient design which will not only render both safety and reliability but result in a distribution line built and operated at the lowest cost. Tables and graphs are provided for the student to look up design values for immediate application in the field. He or she will also learn to make basic calculations to determine strength and maximum allowable spans for wind and ice loading, plus total guy load due to tension and wind. This workshop is an intensive, three-day program on the subjects all staking engineers need to consider when designing distribution lines. All attendees will also gain instruction on the National Electric Safety Code (NESC) requirements, specifications, and staking procedures.

Apr-17-2008 Generation Conference: Carbon Issues and Strategies
This RMEL Conference discusses how utilities can address current climate change issues. Specifically the meeting will provide information on what is currently being done by some companies as well as what technology and strategies have yet to be implemented. A short background on the science behind greenhouse gas emissions and their impact will be provided. However, the focus of the meeting will be strategies and actual processes that can be done to mitigate the emissions and effects of greenhouse gases. Finally federal and state regulations as they pertain to this issue will be discussed. This conference will address government initiatives and programs that have already begun taking on the climate change issue. Actual legislation to control climate change and green house emissions will also have a direct impact on electric utilities. Learn what those impacts may be and planning strategies to handle these expected challenges.

Apr-10-2008 Safety Conference: Personal Safety - Go Home at the End of the Day
What are the best personal safety practices? This conference will identify best personal safety work practices and discuss how utilities have put into place ways to teach and practice them in their companies. Personal safety actions are the most important things an employee can do to protect themselves. Work areas that cause the most accidents will be discussed, such as vehicle safety, fall protection, and sprains and strains. Hot stick safe practices, hazards from new automated switching and grounding will also be addressed. Learn the best personal safety practices in these areas. How do you teach, monitor and enforce these practices? Go home at the end of the day because you know, teach and practice personal safety.

Mar-27-2008 Advanced Substation Design Workshop
The Advanced Substation Design workshop is prepared for engineers and designers familiar to substation design as well as more experienced engineers. The workshop will cover fundamental building blocks of substation design with the focus on more advanced concepts. Topics will include grounding and raceway systems, control buildings and associated systems, EHV design considerations, oil containment and Gas Insulated Substations. Substation integration topics will include the selection of protocol(s) and architecture, Ethernet networks, and security requirements. The course is designed to provide instruction on best design practices and processes for those already familiar with substation design. Comparisons of design practices will be presented.

Mar-20-2008 Transmission and System Operations Basics for Non-Engineers Workshop
This one-day workshop will provide an overview of interconnected electric system operations. It will discuss general characteristics of load; generating unit technologies; control area functions; and cover transmissionissues such as system components, network and substation design, and voltage control. A brief discussion on electricity markets and scheduling is also included. This Workshop is designed for persons who have not been directly involved in day-to-day power system operations and are interested in better understanding this aspect of the power industry. Operating concepts will be explained in a simple and non-technical manner.

Mar-06-2008 Distribution Conference: Utility Best Practices
This conference presents a collection of best practices at electric utilities. These practices have been found to be successful by your peers. The meeting is divided into three key areas: planning, design and operations. In the planning area you will fi nd best practices for joint use, work plans and organization. Topics for effective design include overhead, underground, distribution transformers, power quality and load fl ow. Electric utility distribution engineers face many of the same issues. Mar-04-2008 Transmission Conference: Improving Efficiencies in Operations and Maintenance of Transmission Systems
This conference deals with operation and maintenance issues relating to transmission lines, towers, and substation equipment. Techniques will be presented to improve efficiencies using new methods, new technologies and new products. Presentations pertaining to transmission lines include reactive power compensation, among others. In the second part of the Conference transmission tower installation maintenance programs will be addressed. Presentations pertaining to substations include solutions to prevent transformer fire explosions, and internet based transmission substation monitoring.

Feb-26-2008 Workforce Conference: Attract, Train and Retain Skilled Workers
This conference will present several methods to attract, train and retain skilled workers. This meeting will be provided in three segments: the first on attracting skilled workers, the second on training personnel and lastly, retaining the most vital part of a company its employees. Learn how the importance of company image affects your ability to recruit new personnel and attract new workers to the electric energy industry. Job boards, advertisements, apprenticeship programs and partnering with colleges are just a few ways to address the company image issue. In the second segment the conference will discuss the value for continuous employee training for developing skill sets, re-enforcement of company standards and quality control. Successful mechanisms for employee retention will be the final area of discussion. These final presentations will address creative benefi t packages, succession planning and developing future leadership. The Workforce Conference will focus on case studies of programs and strategies to address these three key areas of workforce development attract, train and retain skilled workers.

Feb-05-2008 Transmission Line Protection Workshop
Learning the basic principles of transmission line relaying is an arduous task. Taking the next step to designing a transmission line protection scheme can often be overwhelming. This presentation will step through some basic considerations to use in the decision making process. You will learn to balance security with sensitivity, compare and choose a pilot protection scheme, analyze various ground protection elements, protect a three terminal line and determine when it’s time to explore options other than traditional step distance. This class is intended for those who already have exposure to transmission line protection and are interested in building on that foundation. Concepts discussed in this class apply to both new design and existing infrastructure.

Jan-31-2008 Power Transformer Operation, Testing and Maintenance Basics Workshop
This course will start with a general design overview of power transformers, including related items such as components, oil preservation systems, fluids, monitoring systems and factory testing. As transformers continue to age, maintenance and asset management become more important. General maintenance items will be presented for the life of a transformer and more detailed discussions will follow relating to fleet management. In particular, condition assessments, life assessments and advanced testing will be used as a baseline for conditional analysis. Additional attention will be given to primary causes of failure and their solutions, such as load tap changers and insulation systems. Options will be presented to maximize the life of your transformers, including field uprate, retrofit and factory repair.

Jan-24-2008 Introduction to the Electric Utility for Non-Engineers Workshop
This course is designed to acquaint non-technical utility employees with the basics of their industry from the generation to the distribution of electricity. The workshop will focus on five areas: an overview to electricity and electrical power systems, information on conventional production methods, alternative technologies, transmission and distribution systems and customer service. In the overview, you will learn about the basic theory of electricity, how it is produced, and delivered to your home. In the conventional production methods section you will learn the role of primary energy sources: water, gas, oil, coal and nuclear. You will also hear about power conversion processes, system application, capital and operating costs and grid connection considerations. Alternative technologies information will include energy storage and other new and emerging energy technologies. The transmission and distribution discussion will cover primary transmission and distribution methods, equipment, substation design, operation, maintenance, protection, control, metering and power quality. The last section will deal with customer services including supply side services and end uses. The course places emphasis on understanding various words, terms and phrases unique to the electric power industry. Participants will gain a clear insight into how electricity works for the end-use customer.

Dec-04-2007 What Distribution Utility Entry Engineers Need to Know Workshop
When distribution engineers begin working at a utility they must learn about electrical utility processes, planning and systems design, technology, products, services, electricity and the electric energy industry on the whole. Furthermore, it is advantageous to understand what type of work a distribution engineer is likely to encounter at the entry level. Much of this has not been taught through engineering degree programs. This workshop is meant to assist in fi lling that void by offering presentations on several of the vital job components an entry level distribution engineer is likely to encounter.

Nov-14-2007 How to Perform an Arc Flash Study Workshop
This two-day class takes you through the steps required to perform a detailed arc flash study. You will perform in depth calculations of incident energy, arcing current and flash protection boundaries based on the various methods of NFPA 70E and IEEE 1584. There will also be a demonstration of how to perform the study using a commercially available computer program. As a member of the IEEE 1584 Working Group Guide for Performing Arc Flash Hazard Calculations, the presenter will provide some of his insider’s views about arc flash, research and testing as well as electrical safety.

Oct-17-2007 Distribution Conference: Maintaining System Integrity for Reliability
This Conference will discuss how utilities maintain the integrity of their distribution systems for reliability. For customers to receive reliable power, it is vital that all distribution system components are working efficiently. This conference will provide information on effective practices, maintenance procedures, equipment, and communications technology that effectively address some of these distribution system components. Through presentations on outage control you will learn about Xcel Energy’s GIS-based Outage Management Solution as well as common problems and solutions related to animal cased outages. There will be information presented on effective methodologies to determine substation reliability based on substation configuration and equipment reliability indices. You will learn about maintenance practices for pad-mounted distribution equipment, and protective relay systems. There will be a presentation on communications technology for distribution devices and their potential impact on reliability. Two case studies of utilities efforts to improve their distribution reliability will also be presented.

Oct-04-2007 Analysis of Routine & Condition Based Substation Maintenance Workshop
Understanding the various maintenance options is important to optimize the efficient use of scarce resources. Additionally, understanding the impact of these maintenance options upon equipment lifespan can significantly reduce capital demands. This workshop reviews the advantages of condition-based maintenance and the obstacles to effectively implementing such a program. Participants will cover the maintenance and testing requirements for common substation devices, including power transformers, circuit breakers, switchgear, and insulating liquids. This course focuses on what to do, when to do it and how to interpret the results from testing and maintenance. Learn practical information regarding equipment replacement; maintenance intervals; and preventive maintenance procedures.

Jun-21-2007 Generation Conference: Effective Plant Operations and Maintenance Techniques
This Conference will focus on effective power plant practices as they relate to operations and maintenance, emission controls and emerging technology. Through two case studies, you will hear about approaches to implementing effective operational practices and techniques in the planning and scheduling of maintenance practices for power plant operation. You will also learn about techniques for maintaining combustion turbines on a coal plant site, as well as lessons learned in efforts to mitigate PRB coal slagging.

Apr-19-2007 Stormwater Compliance & Risk Management for Utilities Workshop
Learn about the risks and complexities surrounding the National Pollutant Discharge Elimination System (NPDES) requirements regarding the handling of stormwater and its impact on the electric utility industry. Regulatory enforcement is a big issue for utility companies and their contractors. It is only a matter of time before the regulatory community turns its enforcement attention toward the utility industry. You are representing your utility industry stakeholders well by proactively addressing the NPDES compliance issues through training and education about the risks and complexities surrounding the NPDES requirements. Mar-29-2007 Working Effectively and Efficiently with OSHA Workshop
How does your utility meet the challenge of staying in compliance with OSHA requirements? How can you use OSHA as a resource in developing your safety management practices? Many utilities miss opportunities to learn directly from OSHA about accident prevention. Learn techniques that are available but often overlooked in dealing directly with OSHA. Mar-14-2007 Operation, Maintenance, and Management of Distribution Systems Workshop
All utilities have an aging distribution system, even if they do not yet have an aged system. Mar-08-2007 Distribution Conference: Installation and Maintenance of Overhead & Underground Systems
Aging infrastructure and new growth are putting greater pressure on existing underground and overhead systems than ever before, resulting in utility personnel to look for more efficient processes and technologies to manage these systems. This conference will discuss several installation and preventive maintenance technologies and efficiencies for overhead and underground distribution systems. Information will be presented on a case study of transitioning from direct buried to feeder cable to conduit, transformer sizing and how it relates to transformer design, and considerations for the standardization and consolidation of a distribution automation network on a wireless broadband platform. There will also be information dealing with consideration of a hierarchy of needs allowing for an appropriate balance between maximum reliability with the highest capital efficiency. Maintenance issues pertaining to fault forecasting in underground electrical cable, midspan clearances, pole clearances, vegetation clearances and third party attachments, overhead facilities inspection and system hardening patrols will be discussed along with an approach for dealing with customer easement violations of overhead and underground systems.

New growth and aging systems bring many challenges to the electric energy providers in their efforts to design, construct and maintain transmission lines. This conference will deal with some of the challenges. There will be information presented on effective techniques in the development of transmission systems, and important factors to be considered in the planning and construction of new transmission lines. Through case studies you will learn about some of the environmental issues, factors, influences and challenges faced by engineers in the design, siting, permitting, right-of-way procurement, structure-procurement and construction phases of an electric transmission line project. Important factors to be considered in regards to the maintenance and operation of existing transmission lines will also be discussed. There will be information presented on aspects of protective relaying, ceramic aluminum conductors, a process for evaluating a transformer failure, and what to look for in transformer physical and electrical inspections. Jan-09-2007 Improving the Maintenance, Reliability, Performance, and Control of Boilers Workshop
This two day workshop covers the proper operation and maintenance of large boilers used to produce electric power. It is designed for utilities using pulverized coal for their fuel source. The presentations are intended to provide the participant with a general knowledge of the methods to maintain and increase the availability/reliability of the boiler and its major auxiliary equipment. This workshop covers methods for obtaining and analyzing boiler performance and operational data and analyzing boiler transient data that can be used to prevent tube failure. Topics discussed include the operation, control and maintenance procedures of the boiler and its major components and auxiliaries. Learn about innovative techniques that have proven effective in reducing maintenance and increasing performance, and therefore resulted in cost savings over the life of the boiler. Case studies will be discussed that help show effective procedures that take a proactive, as opposed to a reactive, approach to the issue of boiler reliability.

Nov-29-2006 Renewables Conference: New Developments in Applications
Renewable generating units use energy sources that are judged to be inexhaustible including solar, wind, geothermal, municipal solid waste, and biomass fuels such as landfill methane gas, wood byproducts, waste and hydroelectric power. Wind and solar resources are intermittent and therefore present challenges in reliability. This Conference will look at the economics and practicality of alternative sources of energy focusing on topics including interconnecting standards, and small renewable power production. The Conference will also present information regarding the management of renewable energy credits and the challenge of meeting renewable portfolio mandates as well as an update on the Western Governors Solar Task Force.

Jun-22-2006 Generation Conference: Gas Turbine Generation
This Conference will focus on achieving efficiencies in the operation of gas turbine generation, as well as examine some of the emerging technologies for gas plants. There will be discussion on determining operational costs of cycling baseload plants to operate power plants at low cost, and identification of major problems encountered in modern HRSGs and the various methods of solving them. Conversion/repowering of simple cycle to combined cycle will be discussed, along with a discussion of emerging developments in high hydrogen gas, low BTU gas, fast start units and power generation aero gas turbines. Opportunities for improving overall performance through asset management techniques such as benchmarking will be considered. You will hear two utilities respond to fuel procurement and management in a volatile market, and a look at the potential lower cost fuel alternatives.

May-09-2006 Transmission Webcast: A Review of the EMF from Power Lines and Possible Biological Effects
This webcast will present a review of the fields generated by power lines and other sources of low frequency electric and magnetic fields. Also covered will be models for the distribution of these fields in man and a comparison with naturally generated fields in the body. The results of a variety of experiments on the biological effects of external applied fields will be presented along with some discussion of possible mechanisms leading to these results. This webcast will review the results from a large number of epidemiological studies on possible health effects and a discussion of possible risks if any for the public.

Apr-24-2006 Distribution Line Staking Workshop
This workshop is an intensive, comprehensive three-day program on the subjects all staking engineers need to consider when designing distribution lines. This Workshop will cover design overhead electrical distribution structures. Attendees will learn to make basic calculations to determine strength and maximum allowable spans for wind and ice loading, plus total guy load due to tension and wind. Tables and graphs are provided for the student to look up design values for immediate application in the field.

This workshop will provide an overview of financing techniques and issues, including the fundamentals of credit analysis. Topics will include a discussion of alternative financing techniques, trends in financial markets, lenders/investors' appetite for risk, and an overview of the various sources of debt and equity financing. Examples of "typical" financial structures for different issuers - cooperatives, IPP's, and IOU's - will also be presented.

Mar-30-2006 Safety Conference: Practices & Procedures
The importance of safety and security in the utility industry is of utmost concern. This Conference discusses a balanced approach to safety and profit and will look into how safety procedures are maintained under emergency conditions. Additionally, the Conference will examine the evolution of safety cultures when two companies merge. A look at the OSHA standards covering an introduction to construction safety as mandated by 29 CFR 1910.269 (also referred to as Subpart R) will be discussed. This standard covers all electric power generation, transmission, and/or distribution installations, whether owned by a utility or not. The conference will explore issues concerning personal safety on the job: an overview of the latest in arc-resistant fabrics as they relate to NFPA 70e, along with investigating the root causes of accidents. A panel discussion outlining some of the successful safety incentive systems in place in the utility industry will also be presented.

Mar-09-2006 Distribution Conference: Design of Overhead and Underground Systems
This conference will discuss the design efficiencies of overhead and underground distribution systems. Issues to be discussed include: transformer design and thermal loading, DOE rule making on transformer efficiency, thermal conductivity, horizontal boring, and wind and ice loading. The costs and benefits of undergrounding overhead power lines will be investigated, as well as how to design underground installations. The final session will include a panel discussion of utility providers regarding the challenges of securing rights of way, easements and permits necessary to secure the appropriate land for the distribution system.

The coal ash industry has established a goal of 50% utilization of coal combustion products (CCPs) by the year 2010 as compared to 38% in 2003. This is an optimistic goal given the uncertainty with proposed emission controls for mercury and other factors. Yet, there are opportunities that may allow attaining this goal. The industry is developing new technologies, new business strategies and partnerships to meet the challenge. The webcast will summarize some of the challenges and opportunities facing the ash industry.
